The New York State’s Dignity for All Students Act (Dignity Act) enacted in July, 2012, and amended in July, 2013, seeks to provide students with a safe and supportive environment free from discrimination, intimidation, taunting, harassment, and bullying on school property, a school bus and/or at a school function. The Dignity Act states that no student should be subjected to harassment or discrimination by employees or students based on their actual or perceived race, color, weight, national origin, ethnic group, religion, religious practice, disability, sexual orientation, gender, or sex.

The Hornell City School District strives to create a safe and supportive environment for our students by fostering civility in the schools to prevent and prohibit conduct which is inconsistent with our educational mission. The district understands that a student’s ability to learn and achieve high academic standards is compromised by incidents of discrimination or harassment, and that every person deserve an environment free of discrimination, intimidation, taunting, harassment, and bullying.
